For most first-time buyers in Bhagalpur, the registry (registration of the sale deed) is the most confusing part of buying a plot. Here is the process explained step by step, the way we walk our own customers through it.
Step 1: Agreement and token payment
Once you finalise a plot and price, the seller and buyer usually sign an agreement to sell and the buyer pays a token amount. Keep the agreement in writing, mention the total price, plot details and the time limit for completing the registry.
Step 2: Document preparation
A deed writer or lawyer prepares the sale deed with the khata, khesra, area and boundary details of the plot, the agreed price, and both parties’ details. Verify every number on this draft against the original records before proceeding.
Step 3: Stamp duty and registration fees
In Bihar, stamp duty and registration fees are paid on the government minimum value (MVR / circle rate) or the actual sale price, whichever is higher. Rates can differ slightly for male and female buyers, so check the current rates on the Bihar registration department portal or with your deed writer before you buy stamps.
Step 4: Registration at the Sub-Registrar office
Both buyer and seller (with two witnesses) appear at the Sub-Registrar office with original documents, photos and ID proofs. Biometrics and photographs are taken, the deed is signed and registered. You receive the registered deed, and a certified copy remains with the office.
Step 5: Mutation (dakhil kharij) after registry
Registry alone is not enough — apply for mutation on the Bihar Bhumi portal so the land record (jamabandi) is transferred to your name. After mutation, start paying land rent (lagaan) receipts in your name. This completes your ownership on paper.
Common mistakes to avoid
Do not skip the encumbrance check before registry, do not under-declare the price, and never delay mutation — many future disputes come from buyers who stopped at the registry step.
